Yes that is a gnome painted with oil paint. I found the following pieces in Wisconsin...at a goodwill store. When the cashier saw the gnome she really wanted me to know it was an oil painting... I said yes it is but it's still only worth $3. The Jewish paint-by-numbers are cool and I love the raccoon...a super fun score!!!!
